Your campaign is stuck IN_PROGRESS
What PENDING and IN_PROGRESS mean, how long is normal, the point at which waiting stops working, and what to send Twilio support so the ticket goes somewhere.
PENDING and IN_PROGRESS are different waits
They look interchangeable in the console and they aren't. Knowing which one you're looking at tells you whether anybody has picked the campaign up yet, and that changes what you should do about it.
Neither status covers your numbers. Until a campaign reaches VERIFIED, the numbers in its Messaging Service are unregistered as far as carriers are concerned, and sending from them returns error 30034.

Two weeks is where waiting stops being reasonable
Campaign vetting usually clears within a few days. Our scanner raises a warning once a campaign has sat in PENDING or IN_PROGRESS for more than fourteen days, because past that point the cases we see almost never resolve by themselves.
That threshold is a judgement, not a published SLA — Twilio doesn't guarantee a review time. We picked it because it is long enough not to cry wolf over a normal queue and short enough that a client isn't waiting a month to send their first message.
A campaign cannot be approved under a brand that isn't. If the brand is PENDING, IN_REVIEW, FAILED or SUSPENDED, the campaign underneath it is waiting on something that isn't the campaign — and chasing the campaign won't move it.
This is the single most common reason a campaign appears stuck for weeks with nothing wrong in it. Look up the chain before you open a ticket.
What not to do
Don't resubmit a campaign that hasn't failed
Deleting and recreating a campaign that is mid-review puts you back at the end of the queue, and it costs the campaign fee again. IN_PROGRESS means the review started — that is progress, even when it doesn't feel like it.
Resubmission is the answer to FAILED, where you have errors telling you what to change. It is not the answer to a slow queue.
Campaign SID
The campaign in question, so nobody has to go looking.
Messaging Service SID
Which service it belongs to, since that is where the numbers are.
Brand SID and status
Shows you already checked upstream — and rules out the commonest cause.
Days in status
"IN_PROGRESS since 12 July" is a stronger opening than "this is taking a long time".
One thing changes in September 2026
From 15 September 2026 Twilio is adding more specific error codes to the errors field on rejected campaign registrations, replacing feedback that was often too vague to act on. If you have a campaign that failed months ago and you never worked out why, it is worth re-reading after that date — and if you have code that parses or alerts on the current codes, it will need updating.
